teknium1 0edbb0a512 test(gateway): pin the single-gateway compensator; detached fallback when the recorded manager fails ...

The migration suite encoded the old contract — 'rollback reinstalls every per-profile gateway' —
which is exactly the state the flipped host lock forbids. Rewritten to the shipped one: the
compensator restores ONE gateway, names the secondaries it did not rebuild, and proves liveness
from what a started gateway actually writes instead of from a service-manager call returning.

The fixture stubbed _live_gateway_pid by profile NAME, so a start that produced nothing still
read as 'restored'. Liveness now comes from the pid file the fixture's start writes, which is
what made the 'no gateway came up' case expressible at all.

Adds a detached fallback: when the recorded service manager is itself what the failed apply could
not drive (a refused system-unit install), the compensator still brings up one gateway rather
than leaving the host dark.
