kshitijk4poor b3f6996004 fix(gateway): skip nested registry resolves only on a plugin deadline worker 
Gate r2 REQUEST_CHANGES: the early return added for nested registry walks fired on
every nested resolve while a loader ran, including the inline path
(plugins.load_timeout_seconds: 0, no deadline worker). There the RLock is re-entrant
on the same thread, so main loaded a sibling from a nested get()/plugin_entries();
the early return turned that into a silent miss. Gate it on in_plugin_load_worker()
so only the worker thread, which would otherwise block on its parent, skips; the
inline path resolves siblings as before. Parametrize the existing walk test with a
timeout-0 row asserting the nested get() sees the sibling.
