kshitijk4poor f6c78be31e refactor(compression): reuse _result_failure_suffix for the write_file refusal stub

#132141 landed the shared outcome helper; render the write_file refusal through it
so the stub reads like the other marked stubs ("[write_file] a.md FAILED: ...") and
fold the test into the TestSummarizeToolResultOutcome tables (one failed row, one
success row) instead of a separate parametrized function.
