CLI setup, the pre-chat consent offer and the Desktop collectedReliability line (all 9 locales, no new key) now say update and install results carry a fixed-list reason and stage, and that a fresh install is noted on this machine and counted only once the user opts in. The offer's 'data from before you opt in is never sent' sentence names that one exception.
