plugin-catalog: bump hermes-subscription-meter to v0.3.0
...
Pin fa68d1b -> 0e4a8e4 (v0.3.0), with the banner re-pinned to the new sha.
The adopted range adds the monthly quota zone and moves the desktop panel
to desktop/plugin.js, the only path Hermes reads a package's desktop half
from.

fix: update hermes-trove SHA pin to f0aa40a (startup index self-heal)
...
TROVE now self-heals the multi-process WAL index-drift fault at open
(REINDEX in place, stale -shm cleanup) instead of silently corrupting.
