plugin-catalog: bump hermes-subscription-meter to v0.3.0

Pin fa68d1b -> 0e4a8e4 (v0.3.0), with the banner re-pinned to the new sha.
The adopted range adds the monthly quota zone and moves the desktop panel
to desktop/plugin.js, the only path Hermes reads a package's desktop half
from.
