chore(desktop): bump shell version to 0.17.6

Bundled-plugin (hermes-bots) changes ship with a Desktop shell version bump
so stale-shell triage can tell which build a room ran on. 0.17.4 and 0.17.5
belong to the two PRs ahead of this one in the same stack.
