fix(setup): the setup chat reasons at low effort on every provider (#129405)

With a user key the setup chat inherited the default effort, so the turn
before the handoff spent 100 s writing 3,226 tokens (12 KB of reasoning)
while the chat showed only a timer. The free tier already ran at minimal.
