revert(pm): leave pm receipts where pm writes them
pm/ is bundled package-manager code outside this lane. pm.receipt.latest() (hermes pm status) reads the same dir pm writes, so nothing is lost: the updater embeds the pm sync section in memory (last_for_update) and its own receipts stay under the root home.
