ci(wine2e): run the long-paths-off PM proof even when an earlier lane fails
The PM long-path steps do not use anything the earlier live lanes set up. Gating them on those lanes hid the proof whenever an unrelated lane went red. The test step still requires the long-paths-off step to succeed, so it never runs with the runner image's setting.
