Add hermes-pubky to the community plugin catalog

Adds hermes-pubky plugin.

The wrapper provides `/pubky` setup guidance and declares the pinned Python package dependency. Managed agents run through hermes-pubky run, which prepares a dedicated profile and saves state to a Pubky homeserver.

Requires Hermes 0.19.0. Its installer does not install Python dependencies automatically, so the included post-install instructions cover that step.

Validation: public GitHub installation, plugin enablement, native-wheel smoke test, and 22 end-to-end checks against a local Pubky testnet passed.
