Brooklyn Nicholson 0bc5d9688b fix(desktop): restore the isNotFoundApiError helper dropped in the rebase ...

The expected-404 change is inert without its helper: the catch block guards
on isNotFoundApiError, but the function (defined next to
handleHermesApiRequest in the source commit) was lost when the change was
ported onto bb/. Restore it verbatim.
