Teknium 62e61882f7 fix(skills): decoded archives and curl | sudo bash stay flagged after the doc relaxations ...

The A/B over the index sample showed two shapes the earlier relaxations let through:
base64 -d into tar (an embedded payload the scanner never sees) and
curl ... | sudo -E bash (base never matched it; sudo_usage in Markdown was the only
finding). Both now fire.
