_real_profile_cdp acquires the process-global launch lock with a 30s bound
and fails closed with an actionable error when a previous (possibly
abandoned) resolver worker still holds it, instead of parking every later
real-profile call until the 420s outer tool deadline (#96731).
Conflict notes: rebased by hand from #96752 onto the extracted
browser_tool_real_profile module — the bounded acquire/finally-release
moves into _real_profile_cdp there; the regression test is the
synchronized version from the same PR.
