unsupportedpastels 4149b1cf57 fix(cli): keep batch clarify choices inside the viewport ...

The batch clarify panel renders into an unsized Window, so on a short
terminal the layout clips its bottom rows, which are the active
question's choices. Up/down only move the choice cursor, so the options
could not be reached.

When the body is taller than the rows left under the shared panel
reserve, show the slice that ends with the active choices and always
contains the selected one. A panel that already fits is unchanged.
