teknium1 cae25086b9 fix(gateway): sweep a stale Startup-folder staging file on uninstall and re-install ...

An install that failed its Startup-folder swap on a pre-fix build left `Hermes_Gateway.tmp`
behind; `uninstall()` never listed it and an `install` re-run that succeeds through the
Scheduled Task path never touches the Startup folder, so the debris persisted until deleted
by hand (#114093). Name the staging path once, remove it in uninstall(), and sweep it before
the Scheduled Task step of install(). Two invariant tests: no staging file survives a failed
swap; uninstall and a task-path re-install both remove pre-existing debris.

Supersedes the uninstall hunk of #114100 and the try/except of #114096.
