John Paul Soliva f78c1dbfcd fix(dashboard): the Nous recommended default honours ?profile= ...

GET /api/model/recommended-default?provider=nous returned before the
route entered the profile scope, so ?profile=<name> got the launch
profile's Nous tier, Portal URL and recommendation caches, and an
unknown profile answered 200 instead of the scope's 404. The Nous
branch now runs under _config_profile_scope like the other providers
and lets the scope's HTTPException through.
