ethernet 14452bf88a test: causally synchronize recurring timing cases
Wait on the watchdog and delegation transition events instead of racing wall-clock polling bounds. Keep the stalling record alive until the assertion owns its teardown, and resolve clarify text replies directly from the fallback send boundary so scheduler load cannot turn a delivered prompt into a timeout.
