Gate review: the probe looked at the root node_modules/electron, but electronDist points at
apps/desktop/node_modules/electron where npm hoists it, so the skip could never fire there.
_desktop_deps_changed is now pure digest-vs-stamp; the caller owns the Electron check with the
helper that already knows both locations. Test pins the workspace-local layout.
