Dashboards could see heartbeat and success age but not a store that stopped accepting writes,
which skips every scheduled job while the ticker looks healthy. Adds
hermes.cron.store.writable (0/1) and hermes.cron.store.skipped_runs from the store's degraded
state, through the existing _single_metric helper.
