Siddharth Balyan f38da142bc fix(desktop): Rename links go by account id and open once, a started add refreshes the list ...

The chat notice's Rename link carries the account id; a link whose account is
gone opens nothing and says so. A docked Capabilities page takes each new
link's scope, and of two mounted pages only one acts on a link. A started add
or reconnect refreshes the account list at once.
