skill_view's path rule looked the copy up in the visible-only catalog, so a same-tier
duplicate hidden at offer time (requires_apps / environments / platform) and disabled by
its load path (skills.disabled: [a/one]) still loaded via `a/one` or `one`. The lookup now
includes hidden rows (separate cache key), matching how skill_view collects candidates.
