skill_view serves any file under a skill root that decodes as UTF-8 text;
the extension set only drives the file listing. The role-tag guard filtered
by suffix, so 56 servable text files (.html, .sty, .bib, .tmpl, extensionless,
plugins/ assets) were never scanned, and its comment claimed otherwise.
Scan skills/, optional-skills/ and plugins/ in full, skipping only files that
fail the same strict UTF-8 decode, and fix the comment.
