Teknium dbbf98371d perf(install): a pinned install.ps1 clone checks out only the pin, before it publishes ...

Mirrors the install.sh change from #135092 on Windows. With -Commit (what
the desktop bootstrap passes), the fresh clone runs with --no-checkout and
the pin is checked out with retries inside the staging dir, so the branch
tip is never materialized first and a refused or failed pin never publishes
a checkout. A rerun over an existing checkout keeps pinning after the fetch.
