Brooklyn Nicholson ee91fdc84d fix(moa): drop PyYAML from the deletion tests and offset config.py growth ...

CI has no PyYAML and the repo is ruamel-only: the new deletion tests'
seed/parse helpers now use ruamel.yaml (round-trip) instead of yaml.
hermes_cli/config.py FILE_LINES ratchet: the new _apply_user_moa_presets
moves verbatim into the topical MoA sibling hermes_cli/moa_config.py as
apply_user_moa_presets; both call sites (last-known-good fallback and the
load merge) late-import it, keeping no facade growth.
