Label, three scope tabs and five icons need ~400px, but the Review pane
runs from 10rem to 20rem, so the tabs overlapped and wrapped in the
28px header at every width. The header keeps the label and icons; the
tabs sit on a full-width row beneath, sized to their labels, and below
their natural width the row collapses to the shared TabDropdown.
