apply_scratch_tmp_env resolved the process home to derive the scratch dir; on Windows a child env built from nothing (no HERMES_HOME, no USERPROFILE) made Path.home() raise and took build_subprocess_env down with it. No home means no scratch dir to offer, so the vars are left alone.
