Brooklyn Nicholson 2fd423740f fix(desktop): the tile restore retries a stale durable target too (#107593) ...

Re-exports isStaleTargetError from use-prompt-actions and adds the same
refresh-transcript + recompute + one retry recovery to the session tile's
restoreToMessage verb that the primary chat's restore gained, so the tile
surface named in the report no longer dead-ends on 4018.
