Victor Kyriazakos 60ce574905 fix(fast): send service_tier on the openai-api route and accept operator OpenAI tiers ...

Treat openai-api as the first-party api.openai.com route in _fast_mode_route_supported. This closes the route gate introduced by c7e2e0b779 while preserving the existing host check, so proxies and aggregators remain excluded. The shared service_tier parser already accepts operator literals, including ultrafast, and the existing static and bounded-mode paths thread the selected literal through request_overrides.
