Section 1 (models.dev built-ins) already merges a `providers.<slug>.models` block into the row, but section 2 (Hermes-only overlays such as azure-foundry) did not, and section 3 never emits the slug because the overlay row owns it. A user who declared their Foundry deployments under `providers.azure-foundry.models` still saw only the current/cached model in the picker (#27989 thread). Merge the declared models first, then the live/curated ids, exactly as the built-in lap does. Reapplied from #72049 onto the `_lap_overlay_rows` layout.
