* feat(platform): app declarations list where to look (PATH, uninstall entry, bundle, flatpak, snap)
An app block's location may now be a list of places, tried in order. A
path may use * for a versioned folder (highest version first). New kinds:
command (PATH), uninstall_registry (InstallLocation + file, Windows),
app_bundle (/Applications, ~/Applications), flatpak (app id) and snap.
The directories behind each kind live in known_dirs.
requires.min_version now needs a version source on at least one OS; an OS
without one (Linux) is gated on presence only.
* fix(initiate-setup): offer the Blender task only when Blender is present
host_facts asks the same presence check the plugins card uses. When the
pinned declaration cannot be read (offline, or a pin without an app
block) the scan's app evidence decides.
* fix(platform): a newer app copy found later meets min_version; only Linux may skip the version source
* fix(initiate-setup): read the Blender declaration beside the scan, and hide the task only on proof of absence
