Teknium 59224a20f0 fix(plugins): only a real memory-provider tree selects memory.provider on install ...

Catalog category "memory" also holds hook plugins, context engines and
skill packages. Deciding from the category made `--enable` overwrite the
user's memory.provider with an unloadable name and never enable the plugin.
Decide from the installed tree (_is_memory_provider_dir), and save
memory.provider only when find_provider_dir resolves the name.
