Brooklyn Nicholson dde4bc7bb7 fix(update): serialize source-completion tails on the shared update lock; skip Windows file-manager metadata in freshness hashing (#123376, #122803) ...

WIP for the freshness-guard-os-metadata unit: the UpdateLock claim in
complete_source_checkout plus its tests are complete but unrun; the
Thumbs.db/Desktop.ini skip predicate is in but its test rows are not yet
extended, and the rmTree ENOTEMPTY test has not been written yet.
