teknium1 c82d0d2f03 test: telemetry lane tests use a neutral provider id and explicit encodings ...

The fallback metric test now names nous instead of another vendor's agent
provider id, and the session-persistence test file writes its fixtures with
encoding="utf-8" so the Windows footgun check is clean for every file this
lane touches.
