Jack Maloney d7072ab914 feat: add DCP context engine ...

DCP-style model-guided context engine behind context.engine: dcp.
Adds compress tool, outbound API-call transforms, automatic dedup/purge,
and DCP-compatible config surface.

Closes #20717
