On Windows, restore() or showInactive() on a window that the tray hid
paints the window, but it does not become the foreground window. The
window then drops all mouse and key input until the app restarts. A
relaunch from the taskbar or Start menu, a deep link, and a notification
click all restore the window this way. Only the tray menu and tray click
ran show() and focus().
The restore and show handlers now finish the activation for a window
that the tray hid: show(), then focus(). The call is deferred past the
native restore. Windows that the tray did not hide are not changed.
