ef1faa4cf8 (#133162) passed the agent thread's panel callback to the
classic-CLI branch of request_elicitation_consent. `hermes chat -q`
registers that callback too, so an untrusted MCP tool or a vault card
fill in a -q (or cron) turn now waited the full approval timeout for a
panel nobody can answer. tests/e2e/core/mcp_plugins/
test_mcp_stdio_conformance.py's untrusted-server turn hit its 240 s limit,
which is red on every PR that runs the e2e lane.
Decline before prompting in single-query, cron and unattended-platform
sessions: the same three no-user contexts the dangerous-command gate
resolves without a prompt, and the gateway branch of this function
already skips. Interactive chat keeps the panel.
