Collapse the per-driver duplicates:
- one cli_harness fixture drives both one-shot routes (chat -q / -Q) through a
single shared fake CLI, so recovers_in_place, the quota-wall release, the
denial, nothing-settled and the exit-summary smoke pin are one test each
parametrized over the driver
- the seven goal_mode_does_not_continue_* tests become one table (eight refusal
rows) over both drivers, plus the positive control per driver
- interrupt / terminal settlement / partial stay as should_recover_turn unit
rows; the end-to-end denial is one representative row per driver
- exit mapping: drop the overlap with main's test_single_query_exit_contract.py
and keep only this PR's addition (the stripped kanban_task_id() predicate)
Kept as requested: pinned-carrier fail-closed, the ambient-board negative,
lease expiry across the backoff, the recovered-response positive control.
Verification: 77/77 green; ruff check . plus the blocking CI scripts clean;
a 7-mutant battery re-introducing each damage class was killed 7/7.
