Teknium 5473cecb07 docs: Accent Picker links point at hermes-official-plugins (#136446) ...

The Desktop accent picker moved from NousResearch/hermes-desktop-accent-picker
into the official plugins monorepo and is now in the plugin catalog, so the
user guide says to install it from the catalog rather than via Install from Git.
