ethernet cc1679d44d feat(release): add a changelog subcommand and point oversized drafts at it ...

release.py changelog prints the notes the next draft would carry without
claiming an attempt. When the body is over GitHub's limit, the refusal now
says to cut with --no-changelog, dump the changelog, edit it down by hand,
and paste it into the draft.
