ethernet 2197315f05 fix(install-e2e): install the console runner dependency with uv ...

The toolchain python ships without pip (`No module named pip`), so the
pywinpty install for pty-run.py goes through uv -- the installer the
toolchain itself is built with -- and the step proves the import landed
instead of trusting the install to have worked.
