Teknium 5d8654fecb fix: dashboard owed-update toast string exists in every web locale ...

`actionFinishedOwed` was added to the English catalog and the shared type only, so `tsc -b`
(what the Docker image and nix builds run) failed on the 15 locales typed against the full
shape, and Arabic fell back to English. Adds the translated string to all 16 catalogs.
