fix(i18n): make snapshot.restore_incomplete cause-neutral ...
restore_quick_snapshot returns False for any refusal that leaves the
restore incomplete -- a refused or missing auth.json, but also e.g. every
DB being refused while a gateway holds state.db. The message blamed
auth.json for all of these, misdirecting the user. Reword it in all 17
locales to say some files were refused and point at the logs.
