Every TUI/Desktop poller drains one process-wide queue. A session that
cannot prove it owns an async delegation drops its copy while the durable
row stays pending, and the sweep then skipped that row for the rest of the
process because the offer was recorded at queue insertion. The drop and the
TUI's release-after-failed-turn path now return the offer, so the next
sweep re-offers the row; the delivery claim still settles it.
