manage_catalog moves out of the setup toolset into a new `catalog` toolset.
Desktop sessions get it the same way they get project and desktop_ui: the
client surface folds it in, TOOLSET_SESSION_PLATFORMS drops it everywhere
else, and `all` does not include it. It stays a direct-surface toolset, so
the default tools.tool_search.defer list (which now names manage_catalog)
decides deferral and a user defer list takes control.
Installs and the search's installed flag now default to the profile of the
chat that calls the tool, not to `default`. The Advanced modal can still
name another profile. The setup toolset stays, empty, for setup_choose.
The metrics schema toolset enum gains `catalog`, and the toolsets, tools
and tool-search docs follow.
