alt-glitch cf351e320c fix(onboarding): the first message offers /initiate-setup only under guest onboarding ...

9c4eecb53d replaced main's first-message profile-build offer with the
/initiate-setup pointer on every surface, flag off included. A new Telegram,
Slack, CLI or TUI install lost the consent-gated "let me learn about you"
offer that saves confirmed facts with the memory tool, and the setup skill
has no memory step to replace it.

first_contact_turn_note now returns SETUP_OFFER_NOTE only when
anon_auth.guest_enabled() is true (the Store build's launch gate) and main's
profile_build_directive otherwise. Same trigger, same once-per-install
latch, same setup-chat and /initiate-setup skips.
