Brooklyn Nicholson 99d7269054 fix(tui_gateway): a closing refusal releases only the lease its own admission claimed

Releasing whatever lease the session held also dropped one it owned from
before the close, skipping _settle_isolated_turn_before_close's deferred-lease
handoff for an isolated compute-host turn still in flight.
