ethernet 89daefb54b fix(local-models): restore the PM router changes dropped by the main merge ...

Merge 612d542281 resolved hermes_cli/web_routers/local_models.py by
taking upstream's side wholesale, discarding the PM rewrite from
bdb52ce711. The router kept calling binaries.default_tag(),
installed_tags(), resolve_assets(), server_binary(),
ensure_runtime_installed() and prune_old_tags() — none of which exist
in the PM-backed binaries module — so GET /api/local-models/status
returned 500 (AttributeError) and every local-model action was dead.

Re-run the three-way merge (base c6f87deb2c, ours 08120f5daa, theirs
HEAD) and resolve the only conflict in favour of upstream's
stop_recorded_orphan() recovery path.
