Two display bugs in the web provider picker (Desktop Capabilities panel,
dashboard, `hermes tools` cursor):
- Rows sharing one backend name: cloud "Firecrawl" and the
"Firecrawl Self-Hosted" setup row both carry web_backend: firecrawl, so
web.backend: firecrawl lit both and the picker defaulted to Self-Hosted
on cloud-key installs. The row whose env var is set is now the active one;
the cloud row stays active keyless (explicit firecrawl with no key runs
anonymous cloud) unless a sibling's var is set instead. (#112022)
- Keyless rows read "ready" vacuously (empty env_vars). The native provider-side
search row now reports needs_auth until its provider login exists,
matching its registry is_available(). Free-tier keyless rows stay ready: live calls
through exa/keenable/parallel free tiers succeed. ddgs already reported
needs_setup on main. (#132526)
