What: _parse_marker binds the bounded delegate pid once and uses it, instead of re-parsing the raw token with int().
Why: a delegate line with >4300 leading zeros passed the _bounded_int filter but int() raised ValueError, hiding a live owner from read_live_update and crashing UpdateLock.acquire.
Red: corpus case delegate_pid_leading_zeros_past_int_limit -> ValueError at update_lock.py:594 on b0ced54db07.
Green: 62/62 test_update_marker_corpus.py; Rust corpus test runs the same case.
